Debian Stable has the backports repo. It contains latest kernels, servers, drivers etc except Gnome Shell. You could install the latest Gnome from third party repos.
On other hand, you can use Debian Testing to get rolling Ubuntu experience.

I also think so. The historical Debian Stable policy has always been “try to keep the system unmodified”, except for security updates. Depending on your use, that could be unsatisfying or absolutely appreciated. 🙂

As per my knowledge, I don’t think so. Debian 12 will continue with GNOME 43.
